To implement I2P2, establishing a Job Hazard Analysis process is essential. I2P2 will require a thorough review of the workplace. By completing an I2P2, Job Hazard Analysis comprehensive hazard and risk assessment, priorities can be set for rank ordering jobs and tasks by potential severity and loss frequency. Consider the following:
1. Do you a clear understanding of what the implementation of a I2P2, job hazard analysis process will accomplish? Is a formal business case necessary to assure you have the necessary buy-in for time and budget as warranted?
2. How will you involve employees with hazard identification and hazard analysis? What actions and administrative involvement will be needed to increase or modify employee involvement? What obstacles could prevent employees from participating? Can time be allocated for involvement or must you build involvement into the job for daily use? What training will be needed for hazard identification? Who will do it?
3. What are the obstacles to candid and open communications? Do employees feel free to report problems? Is the work climate open and trusting or are issues and problems not to be discussed. If the latter is the case, you have deeper problems with the overall safety process! Is there any potential for harassment of those involved by supervision or other employees? How will it be prevented?
4. What methods are used to communicate issues and activities within the organization? Analysis of how communications flow is essential to determining obstacles and gaps. The analysis may show that one way communications are slowing or stopping reporting of known risk or uncontrolled hazards. Review verbal reports, suggestion programs, hazard reporting systems (cards, special hazard searches, hazard teams, etc.).
5. What methods and tools will you use to identify hazards and qualify risks? A review of inspections, accident investigations, maintenance records, as well as rules, policies, procedures, etc. Are these methods and tools comprehensive and effective or do they need upgrading and revision? How will you track and record findings, controls and issues?
6. How will you provide timely responses to employees about findings and concerns? Plan the methods of communications about I2P2, job hazard analysis early in the process. A combination of meetings, interviews, written communications. Evaluate what obstacles may slow or prevent the necessary communications? If high severity issues are identified, can you get though to senior decision makers if immediate controls or even “cease activity” decisions are needed?
7. How will you establish actions plans for corrective actions or job modifications? If severe risks or hazards are identified, do you have a procedure to get the immediate short term controls in place while the long term fix is being developed? Do you know the organization’s “project management” model to be used?
8. How will you track and follow-up on new procedures, protocols, job and task changes? What administrative and communications methods are in place that track corrective actions and provide for a follow-up to assure they are working?
Using the I2P2, job hazard analysis within a general industry standard
The use of the I2P2, job hazard analysis provides the foundation and structure for safety training, Safety compliance, hazard and risk controls, inspections/audits, coaching/observations and other aspects of safety activities. If a core standard such as ANSI Z10 is being used, the Job Hazard Analysis process touches almost all of the 21 elements found in the standard.
